Requirements
Current/maintained evidence supports:
- alliance must already have a foreign territorial foothold;
- a controlled Military Stronghold must directly connect to the target City;
- R4+ / management handles declaration;
- the alliance has up to 1 hour after declaration to complete the City capture.
Limits
High-confidence current Expedition research:
- 2 City declarations per eligible day;
- 2 Military Stronghold captures are a separate daily limit;
- cross-warzone controlled Cities share a cap of 4.
Maintained-current complete City model:
- 4 home Cities + 4 foreign Cities = 8 total.
Scheduling
The City-protection rule now matters more than ever:
- protection ends at 12:00 server time;
- after the six-full-day period, Warzone Declaration pushes the endpoint to the next eligible Wednesday/Saturday declaration day.
This means Week 4 leadership should maintain a protection calendar, not a list of approximate capture dates.
Declaration-day leadership checklist
Before declaring:
- Confirm Stronghold connection.
- Confirm City is actually attackable on the live timer.
- Confirm the alliance has not consumed both daily declarations.
- Check whether another City siege is already active.
- Pre-position active attackers.
- Confirm hospital/troop recovery readiness.
- Plan what happens if the City is captured — route, protection, defense and holding-cap implications.
After capture:
- Record the exact live protection countdown.
- Check the new Stronghold holding capacity.
- Confirm whether the City improves the route toward Lv6 / Capitol.
- Prepare defense/diplomacy before the next declaration window.
